Statewide Planning

Michigan HIV/AIDS Council (MHAC)

The Michigan HIV/AIDS Council is the statewide advisory council for planning both prevention and care activities. The mission of MHAC is to represent the diversity of those affected by HIV/AIDS in Michigan, maintain parity among prevention and care issues, and to develop and sustain statewide comprehensive plans for HIV/AIDS prevention and care.

Community Planning Around the State

The Washtenaw HIV/AIDS Coalition has developed a draft Blueprint to Address HIV/AIDS in Washtenaw County and local resource materials for target audiences.

Target Audience Planning Groups

African American AIDS Advisory Committee (A4C)
The African American Advisory Committee was formed to help eliminate the health disparities of HIV/AIDS among African Americans in Michigan. They plan on accomplishing this mission through raising awareness and advocating for culturally competent policies and activities to address the disproportionate impact of HIV/AIDS on African American communities. More on this committee; and when they will next meet.

Michigan Coalition on Adolescent Sexual Health (MiCASH)-This statewide committee is undergoing revisions by a core leadership group, which has developed a new mission statement focusing on the sexual health and wellness of youth (aged 13-24). Meetings will continue to provide an opportunity to network with professionals in youth serving agencies and to participate in an advisory capacity to MHAC, representing adolescent and youth HIV issues. See more information on MiCASH.

Michigan Persons Living with HIV/AIDS - The current structure is a partnership between the HIV/AIDS Prevention and Intervention Section (HAPIS) of the Michigan Department of Community Health (MDCH) and a PLWH/A Advisory Group for the purpose of planning and implementing needs assessment and related activities throughout the state. This advisory group is open to any PLWH/A living in Michigan who has an interest in assisting us in this critical activity. Michigan HIV/AIDS Council Meeting March 17, 2010

The Michigan HIV/AIDS Council met for the first time this year at a new location in Lansing. It was a time of change for the group, with new members attending and chairs changing. MHAC Community Co-Chair Paula Sirls stepped down after four years, and a new co-chair was elected.

Membership Committee Co-Chair Jake Distel said the new members selected are a very qualified group and announced a new membership co-chair, Kathy Gerus. One new member gave a moving talk on her personal commitment to HIV advocacy and reminded the group that we cannot ignore rural Michigan in our prevention efforts.

New members attended a very successful orientation, stated Council Chair for MDCH Deb Szwejda. Comp Plan Chair Tim Neal reported there had also been a terrific skills building workshop for committee chairs and he hoped this could be provided again for the entire council.

Needs Assessment Committee Co-chair Peter Hubbard announced he was leaving MHAC and soon the state, following his completed studies at Michigan State University. His last act was to see the entire membership approve the 2010 Care Needs Assessment. This document was the result of a very long process that he lent his expertise and gave commitment to throughout.

The African American AIDS Advisory Committee’s sole chair at the moment, Leon Golson gave an amusing plea of desperation for someone to step up as a co-chair of A4C. This committee plans the statewide Black AIDS Awareness Campaign (BAAC). Golson announced there will be a full report at the next meeting on BAAC 2010 – a month and a half of activities, which had just concluded on March 13.

There were several presentations made at this MHAC meeting, covering a spectrum of minority initiatives in the state. Angulique Outlaw presented the results from the Horizons Project SPINS enterprise, “Brothers Saving Brothers (BSB): Outreach, Prevention, and Care Services for African American YMSM.” (See Teen News.) Frances Jackson presented on the Adult Wellbeing Services needs assessment for reducing HIV and substance abuse among older, ethnic women. Andre Brown gave an update on the State’s HIV Strategic Planning Initiative focused on MSM.

Liz Hamilton from the MDCH HIV surveillance team presented the January 2010 Quarterly Analysis statistics along with an HIV stats 101 explanation of how to interpret this valuable data that is provided by the state. See a listing of PowerPoint presentations available below.
